What it is

What Category 3 means for the haulage

Animal by-products are animal material not intended for people to eat, and the rules sort them into three categories by risk. Categories 1 and 2 are high risk. Category 3 is low risk: parts of animals passed fit for human consumption, food of animal origin withdrawn for commercial reasons rather than because it was unfit, eggs and egg products, hides, skins, feathers and wool, and processed animal protein. Categories 1 and 2 may not be used to make pet food.

The rules follow the material from the quay to its destination. Whoever carries it must be registered with APHA, and a registered haulier that hands a load to a subcontractor needs that subcontractor registered too. Vehicles and containers carrying it have to be covered and leak-proof, and cleaned, disinfected and dried before and after every use. The packaging, container or vehicle is labelled with the category and, for Category 3, the words ‘not for human consumption’. Categories are kept apart.

A haulier without the registration cannot legally take the load, whatever the rate, which keeps the list of container hauliers who can take it short. APHA’s transport guidance sets out the rules in full.

How we handle it

How a Category 3 box moves

The haulage itself is ordinary container work. What is different is the checking either side of it.

  1. Release and border checks

    Animal by-products from outside the EU are pre-notified on IPAFFS by the importer or its agent, at least one working day before arrival. The consignment must not leave the border control post until inspectors have completed and validated its CHED, so we book the collection against the release, not the arrival.

  2. The paperwork

    The load moves with its commercial document or health certificate, which states the material, its category, the quantity, where it came from, where it is going and who is carrying it. We check it matches the booking.

  3. On the road

    The box goes from the quay to the premises named on the document, identified as Category 3. It is not opened on the way and never shares a load with another category.

  4. Delivery and the record

    Delivered to the premises on the document. Where the load travels on a commercial document, the receiver keeps the original and we keep the carrier’s copy for at least two years, as the rules require.

What to send with a Category 3 booking

The product description decides whether this is work our registration covers, so we need it at quote stage. Category 3 animal feed in a shipping container, quay to premises, is what we are registered for.

Some materials bring more rules. Restricted animal proteins also fall under the TSE regulations, which need a separate registration. Send the description and we confirm before we quote whether we can take it.

The same goes for waste. We hold an upper tier waste carrier and dealer registration with the Environment Agency, which allows us to carry other people’s waste. If a load is being moved as waste rather than as cargo, say so, because the rules that apply change with it.

Why does the haulier need an APHA registration?

Because the rules require it. Anyone transporting animal by-products must register with APHA, with narrow exceptions such as livestock keepers moving the carcasses of their own animals. Ours is U1433815/TRANS, for animal feed in shipping containers, quay to premises.

Can a subcontractor carry our Category 3 load?

Only one that is registered with APHA itself. That is APHA’s rule: a registered transporter that uses a subcontractor needs the subcontractor registered before it hauls animal by-products. We plan Category 3 work on that basis.

What paperwork travels with the container?

A commercial document, or a health certificate where the rules call for one. The commercial document is produced in at least three copies: the original travels with the load to the receiver, the producer keeps one and the carrier keeps the other. Records are kept for at least two years.

Does the container have to be labelled?

Yes. Category 3 material must be identified with its category and the words ‘not for human consumption’, on the packaging, the container or the vehicle. If the labelling or the paperwork does not match the load, we raise it with you before the box moves.

Can you take processed animal protein?

Tell us exactly what the product is first. Restricted animal proteins also fall under the TSE regulations, which need a registration of their own, separate from the animal by-products one, and APHA’s guidance says animal protein may only move in a vehicle designed for that purpose alone. We confirm whether we can take it before we quote.

What is the waste carrier registration for?

Carrying other people’s waste as a business. It is an upper tier registration with the Environment Agency, CBDU471791, and a separate regime from animal by-products. It matters when a load is being moved as waste rather than as cargo.
